For the first time in three years, the leaders of the Normandy Four countries gathered in the French capital. Half of the quartet's membership was renewed, but the goals remained the same: peace in southeastern Ukraine. Eight hours of negotiations in various formats took place, including the first meeting between the two leaders – Zelenskyy and Putin. The meeting was the first, but certainly not the last. In four months, the leaders of the Normandy Four will meet again, presumably in Berlin. In Paris, they primarily discussed the exchange of dozens of prisoners under the "all for all" agreement, a complete ceasefire, and the disengagement of forces. But the second round of agreements is still reverberating. The Steinmeier Formula has become the formula for warming Normandy relations. The day before, the Ukrainian Rada decided to extend the law on self-government in certain areas of the Donetsk and Luhansk regions. And Volodymyr Zelenskyy introduced a bill to the Verkhovna Rada amending the constitution regarding the decentralization of Ukrainian power.
